That's a puzzle and you must figure out how to progress without setting everything off even by accident. In fact you get two of those (one during the Xen chapter and a second one toward the end of the Xen chapter).

If you're in a position to use the crossbow from afar during the first round, use it to scout and identify whatever might set off the plants and mines. You might be able to shoot into the place from far back without being caught in the blast. And if you're approaching the area, but haven't jumped down, you could also use a grenade or Satchel Charge. Just back up from the drop down before they blow up.

Let me guess, you started from your save file that already had 300+ hours of progress and then killed them like that, instead of restarting to get the full value of the update in. Thats on you brodie. The cartel is supposed to be a nuisance in the beginning / mid of the game and youre supposed to take them out by the end so if you just loaded an old save you where probably at the end of the content already.

because youll start at the end mission where you kill the cartel, not have to go through the neighborhoods and clear them out, theyll already be yours. That skips like 10-20 hours of the game lmao.
