The thing is that Steam agreed to the refund and just required the return of the items but the warehouse is in Holland and it got stuck for some time due to a export problem with paperwork which DHL sorted out eventually but it took a few weeks. This was back in June. I checked before i made the original post and the steam transactions aren't all refunded. The headset is but the controllers weren't. One of two of the accessories was but the other wasn't. I should have checked when the refunds went through but it had taken so long I just assumed that it had all been refunded (it went through Paypal credit so wasn't as simple to confirm as it is if it's going straight into the bank account). The tickets that were open with steam were closed before the refund was completed and there isn't an option to reopen them so my best change is Paypal I guess.
So, if I understand it:

1) Steam told you they'd refund it and you shipped it exactly as they told you.
2) Then steam gave you a refund, which was to your satisfaction and you closed the refund ticket.
3) and now you've realized that you didn't get refunded entirely what you were owed.
4) so now steam has all the hardware and has a receipt from you saying that you were happy with the refund
5) but you aren't happy because they didn't refund everything.

Do I have it right?

Sounds like, legally you are screwed...
I mean, if they have the hardware and you've already told them that you are happy with the refund, there's not really anything you can do. #2 & #4 seems like the key issues obstructing you from getting more money from steam.

You could still ask steam support nicely, but I think it's really up to their mercy.

Not quite right. I didn't close the ticket. They did. In fact there were two tickets as they were two separate orders. I've never told them I was happy with the refund I'd just assumed it had all been refunded. I'd seen two refunds go through Paypal credit. I had two separate requests so assumed that was correct. They only refunded one part of the first order and then refunded the separate order but hadn't refunded the controllers (part of the first order and refund request). So they have refunded over £500 but haven't refunded around £400.

They closed the tickets after I had replied to tell them I was returning the items following the instructions I'd been given. I haven't closed any tickets.
