They could simply leave a positive but state it's not worth the current state of the game but that it likely will be in the future.

I want to submit evidence to steam support, but steam support asked me to come here to make suggestions. Does anyone know where I can submit evidence of review manipulation?

If there's supposed review manipulation, you go to the Store Page of the product, hit the flag, and add any relevant information.

Do note however, that it must be accurate for anything to happen and it may take a time, they will not contact an individual in regard to it, so you also wont be able to see if anything happened other than reviews disappearing.
If however, these games are on the SteamChina store, you'd need to contact "Perfect World", best to not mention you're using the international client if you do that.

I rely on experience. What happened with DOW:3 will happen with DOW:IV, because the main difference of the Warhammer 40K series was a lot of number of factions and the opportunity to play for them with frind in a multiplayer.
