Does that mean people are free to run around and use it as much as they want? You'd think if it's abusing a bug and bannable to run around abusing it but also is listed as not important enough to even killswitch so maybe it's just fine for people to abuse?

They have made it clear multiple times in the past. If they do not kill switch it they will not ban for it. Abuse it as much as you want.

Also pretty sure alot of the ' random dc ' are because of this perk. When the game is a bunch of clunky spaghetti code and someone has a toolbox or flashlight or medkit with hundreds of charges... I think it just breaks...

But again, devs refuse to kill switch it so abuse it all you want till they do what they should of done at the start.

I play with a turtle beach recon controller, set up through steam controller, most of the buttons are multi functional eg single press, double tap, or long press. I don't use key board until I get the hacking jobs. I'm 70 years old and fingers don't go fast enough fo total keyboard use.

IMO, that patch is just devs nerfing obvious top tier characters while very slightly buffing the rest, so that it evens out a bit, and they can see which character needs more tuning afterwards.

Buffing low/mid tier characters too much would just feed the endless cycle of OP top tier needing a nerf.

For now, it's fine, Billy / Kain / Hotaru / etc, being nerfed is already a huge win.

Considering we'll have a new character every 2 months, there's hope for more balancing in 2 months along with Joe.

Honestly, they aren't very smart imo, because with them knowing beforehand that CotW would dive into esports so fast, they should have overtuned Terry / Mai / Rock a bit, so that the "poster characters" / fan favourites, would have way more screen time in TOP 8s, over characters that "nobody knows" like Kain / Billy / Marco, to try and sell the game a bit to a more casual audience (hell even Ronaldo, if we use that logic).
