It being design choice (obviously not limitation "even in the past" as there were games where,as example, a boss would not deal body hitbox dmg, just projectiles and atacks)

It depends on the game, how far back you want to go, and what caused it to be a limitation in the first place. Just saying some games had it and some didn't is a gross oversimplification of what developers were dealing with, and in most cases is the wrong way to think about it. It's a good point, but it's hardly an argument, because it ignores the reasons some chose to go with it and some didn't. A boss might, for example, not deal damage by physical contact because their "body" wasn't actually their body at all, it was (in every way except visually) part of the stage itself, and attacking that "body" might also not do any damage to the boss. There are several examples like this, where they could do something like that and get away with it because most people (especially back then) weren't savvy enough to notice what they'd actually done, instead of what the visuals misled people into thinking they'd done.

it is just going against the devs design choice and the design of the genre.

Yeah, no ♥♥♥♥ it's going against the design choice, the issue is WHY they made it. As well as why it's sometimes part of the genre's design and sometimes not, and what causes it to ebb and flow as a trend. Again, there's a lot of nuance in this matter that you're overlooking.

It is no "you are wrong / no you" type of discussion because the discussion itsefl should not exist to begin with, it is similar to saying a souls-like is limited from cancelling animations when it is clear design choice of a genre

That's a generalization, though, not an absolute. Much like here, it's such a minor, nuanced mechanic that insisting it always be included prohibits iteration and innovation on the genre. And since devs are ultimately just gonna make the games they want to make (including whether or not they want to factor in the opinions of a very small handful of players with very niche concerns) all it leads to is some people just becoming insufferable genre snobs. You see it a lot in roguelikes, with some people just being ♥♥♥♥♥♥♥♥ and insisting that it's not a roguelike unless it fully adheres to the Berlin Interpretation, even though there were some stupid decisions made in the Berlin Interpretation, with a couple purely superficial aspects being counterproductively categorized as core aspects, and even though it was only ever intended to measure where the game was positioned on a broad spectrum, and not (as some idiots still think) meant to be a strict checklist or a rigorous test that a game had to meet or pass in order to even be considered a roguelike. And these people insist that if it's not a 100% "pure" or "proper" roguelike, it can't be considered one at all. Eventually, they had to be differentiated as "traditional roguelikes" and just regular "roguelikes", but the arguments and the stupidity still pop up from time to time.
