I've seen 4 custom region made by players. And I have a question: what programs do I need to make a region? But somehow they made them

It this game online only? On steam page says it has Singleplayer. I would like to get it on my handheld for the road with no internet connection.

You might like Stellaris? It's a cross between 4x and RTS. Or Sins of a Solar Empire, similar concept but much more on the RTS side

Nah space slop is overdone, i saw this game and the 'create your own custom empire' and what not and just got fantasizing about that in an rts fashion

I guess warhammer does come close but again, warhammers been done 40k times now.

I wanted to share an update after finally getting the achievement today. After getting out of the underground tunnels, I was going towards Biff and in the way found a good spot at the repair shop with the mechanics and a few enemies. I put my mercs near the rocks (visible in the screenshot):

Some enemies are around 40 distance from my Snipers, but sniper rifle shots don't get the achievement. Barry, from this location gets mishaps on almost all the shots with the MGL and hardly hits what I want him to hit (Marksmanship 91, Explosives 96). However, because the enemies are spread out, he eventually hits someone with enough tries, but still no achievement. Same with the RPG-7, but that one targets in a straight line and hits some other obstacle most of the time, so I stuck with the MGL.

I then moved Barry to a corner near the entrance from South (not visible in the screenshot) and targeted at the farthest spot he can do, the max distance of the MGL is shown in this screenshot:

Now I again started save-scumming several times and eventually hit one of the enemies and got the achievement after 3-4 tries with 3 shots each time. I don't know why the sniper shots at much farther than 40 range don't count, but a shot at max distance with the MGL (45) seems to do the job. Weird achievement that wasted a lot of time for me, but I'm glad that I finally got it.

Thanks to everyone who commented, but no, I'm not going to use either the MGL or the RPG-7, they are terrible. Perhaps they were nerfed, but they don't work for me. Don't reliably hit anything and lose condition too fast. I've not tried the Mortar either, but I do have a few guns modified as grenade launchers and Barry and Larry in my two teams for shotgun shenanigans and grenade goodness.
