Im not sure what you are doing but I am having a completely different experience. I have several bases and they all 4 to 6 heavy turrets. The ones that I have built a diplo center get NO attacks at all. I did have to upgrade the diplo center to 25% chance of threat reduction.. I do get random encounters but my turrets easily take care of them.
Playing on standard difficulty and standard start.

I don't know. People are saying they are having no problem and other like myself keep getting wiped out. I can't speak for others but I am doing everything correctly. I have had 3 chances at it and still got wiped out big time.
I'm not doing it again, I'm staying well away from base building until I know the coast is clear.
I'm happy just playing the base game.

You would not agree if it had been obama when the story would be diffrent and thats kinda the issue with america i noticed its a failed democracy more close to a tribe based society than one of freedom and choice

it is Democracy itself that failed. I watched it become corrupt with cancer over the past decade.
