Account sharing is not allowed and the consequences can include account termination.
You are responsible for all actions taken on your account. So if a skin change was used and VAC detected it the account will be permanent banned.
All accounts owned by an individual may be restricted for any violation of the Steam Subscriber Agreement or Steam Community Guidelines including but not limited to:
Hijacking or Sharing Accounts
Do not use Steam accounts which you did not create. <--------------
Buying, Selling, or Trading Accounts
Accounts which have been bought, sold or traded will be restricted. <----------------

As far as the VAC ban, too bad you had to openly admit to account sharing/transferring, since this was answered from that "info" button Valve placed next to the ban notice all those years ago:

It is explained that all VAC bans are permanent, cannot be appealed or removed by even Steam Support (so us users can't do it either), and it does not matter who was using the account when the VAC ban was earned.
