Can you post a screenshot of your currently installed programs, please ? Forgive me, but we seem to be past the point of you removing some and I don't know where we stand with that now.
I have 2 harddrives, I should be able to backup all the games I want to keep on the 2nd harddrive yes?
Even if you reinstall Windows, that is not a 100% guaranteed fix. You are still going to be splitting bandwidth with all those other devices in your home, and you still we be using the same hardware for connection in that PC. We can assume to start with, in that scenario at least, that your NIC and WLAN devices are ok and not a problem, as long as you have good and up to date drivers for them and your OS.
Few days ago had a guy in my competitive game killing everyone 5 seconds into the round clearly speedhacking/aimbotting and even admitting to it, so yea good job with this VAC rubbish valve it really works good.
Never any errors when recieving payment for your shoddy products though of course, ♥♥♥♥♥♥♥ cockroaches.
This issue has happened to me once many months ago, maybe even a year.
Last night it happened to me, I received a half an hour cooldown. After the cooldown tried to play a game with my friend and he received the same issue and copped a half an hour cooldown. It's happened today and I'm not on cooldown for 2 bloody hours.
This is absolutely retarded. I'm also quite an avid PC user, I also have an I.T Degree, and honestly it makes no sense for it to be other program instabilities that cause it. The thing that changes the most is CSGO itself. Steam really needs to bring the VAC system in line.

Since I have upgraded to Windows 10 I have not had one single issue with the game. I suggest getting your free Windows 10 upgrade. If you don't want to then that's your choice but your issues might not ever get fixed.
Have you fully uninstalled any questionable software there at this point since we discussed that a while back ? Would you be willing to post a new screenshot of your installed programs ?
What about the others in your network that you mentioned are also using a connection ? Can you or have you tested this issue with all of them totally disconnected ? I am not just talking about simply being not using bandwidth, I am asking if their devices have been actually disconnected fully ?
In other words, can you use ethernet from your PC directly to your modem/router device all by yourself with no one else connected ?
You mentioned before about reinstalling Windoes, so did you actually do that and if so, when did you see some improvement from what you thought was the game being updated ? Was it after the Windows reinstall or was it before ?
Well first I've heard of it, I'm not worried about it I have mine and no issues.
Windows 7, 8, 8.1 users get Windows 10 for free I haven't seen where it states it's only for certain places.......
Windows 10 is only a free upgrade for specific versions of Windows 7+, it is also time limited, so if the reservation was not made in time, or the download and installation per the reservation is not completed within a year from release, the free upgrade offer is no longer valid.

@OP Remove/Disable ALL non-essential software (chat clients, bittorrent clients and registry cleaners etc. are all non-essential when it comes to playing a videogame via Steam.)
To test accurately, remove any software not required by Windows (excluding Steam, the game to test, essential hardware drivers) and hardware (excluding essential such as GPU, RAM, CPU, keyboard, mouse, monitor, soundcard and NIC where applicable)
