What you are describing is not a ban but someone that is currently hijacking your account.

All the steps, in order...

Scan for malware. https://www.malwarebytes.com/ or with whatever

Deauthorize all devices https://store.steampowered.com/twofactor/manage

Change your password on a secure device.

Generate new back up codes. https://store.steampowered.com/twofactor/manage

Revoke the api key (this should be empty) https://steamcommunity.com/dev/apikey

Your items are gone for good.

Read the Steam Item Restoration Policy.

Because they have access to your account after you gave away all your account info to a phishing login page.

You told us in your OP. You went to that 3rd party skin site. You entered in your account info to log into it and it was all phished.
