If you are administering the server, you may set the server flag sv_cheats to TRUE and then execute built-in client cheats via the console with absolutely zero risk of VAC ban.
There is no risk of Overwatch ban for such, since I understand OW investigators only review Competitive matches which are hosted only on Valve servers and server manipulation is generally forbidden for those anyway.
If you host a server and the -insecure flag is NOT SET, then any cheats will be detected by VAC as normal.
Making the server -insecure will also give you a better chance of not getting banned.

Overwatch is only for compettitive matchmaking game modes which are not accessible rom private server hosting.
There is no need for any external 3rd (or 2nd since you claim to have created this cheat yourself*) party software whatsoever. Set sv_cheats TRUE and sv_pure FALSE, if absolutely necessary set -insecure CL parameter argument and use the console to enable built-in engine "cheats".
Only a copmplete idiot would use external software to cheat, especially when there's no need and on secured servers.
*By developing cheats for multiplayer games on Steam, you are violating the SSA and the penalty for which may be complete suspension of the account.
Of course, your account has been reported accordingly.
