one guy teleported 2 times behind my back at the start of the round. when i reached b on inferno he knifed me, i mean i have the video and he was already there at the at the start of the round.

Yes, most likely abusing the teleport bug. Use the report feature and let the Overwatch investigators deal with it.

Use the in-game report system. It is your friend!

It obviously gives you an advantage over another player though. Could be consider bannable.

Report suspected cheaters using the "more" drop menu on profiles and/or in the game itself, as suggested above.

Reports have nothing to do with VAC or how VAC works. VAC is an automated system. Report them and let the system do its job either by a delayed VAC ban if cheats are actually detected in use by those/that player(s), or by the Overwatch that has all the evidence they need to investigate.
