Unless you're a software pirate, you will also necessarily be running Steam.
Your OS will require a number of other processes to operate and many drivers also have interfacing software (typically conmtaining other related features too).
Avast is not the only conisderation in that article.
If you are unable to identify the root cause yourself, please post:
1) ALL installed software
2) ALL running services/processes
3) ALL resulting feedback messages from the command prompt when you configure DEP / Secure kernel.

Anti-Virus Applications - Any Anti-Virus program could potentially block Steam and Steam game access, especially when not properly configured for use with Steam. Please make sure that Steam and all Steam games are listed as exceptions in these programs. If the issue persists, please try disabling or temporarily uninstalling the program to test the issue.
Remove the possibility by removing the program. Then reboot. But first, post the information that has been requested, please. You can use imgur.com and upload screenshots from your computer. Then you can post the links here so we can see the shots.

EDIT...You can do some searches much faster than we can type all the instructions out here, please. Not to be rude, but please cut some of the time out by looking up basic information.
Exit Steam.
Click the Start button, then All Programs, and Accessories.
Right-click on Command Prompt and click Run as administrator....
In the command prompt, type the following commands and press Enter after each command:
bcdedit /deletevalue nointegritychecks
bcdedit /deletevalue loadoptions
bcdedit /debug off
bcdedit /deletevalue nx
Restart your computer.
Launch Steam and test the issue again.

and Skype
Uninstall ALL of that and reboot. Then verify the game files for CSGO.
