Having the account become involved in a cheating infraction was the "mistake". However, VAC does not forgive mistakes. VAC bans are permanent.

VAC is an automated system that bans accounts for either detecting cheats in direct use with an account, in association with family sharing a VAC-protected game involving cheating from either account, or for all accounts tied together by the same phone number at the time of a cheating infraction involving any one of those phone number-connected accounts.
