VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support.
If a VAC ban is determined to have been issued incorrectly, it will automatically be removed. If you wish to discuss Valve Anti-Cheat with the community, you may do so here.
Permanent means exactly that..............permanent.
Bans are audited and checked for accuracy regularly. Just like the case with the MW2 bans, they were reversed once they were found out to be false. But in general, they are still permanent bans.
Since the ban from your profile was not removed at that period, it is highly unlikely it was due to that in the first place.
Hosting one is a different story, though.

"No, playing in a "hacked" lobby or otherwise joining a modified server will not result in a VAC ban. However, altering the game files to allow hosting of such servers may trigger a VAC ban."
Leave a comment on my profile if you manage to get it removed because of that.
