Can I post items on Steam Workshop with a game/VAC ban?

I was going to vote for an item on the steam workshop for TF2 and it said I couldn't because of a ban, would this stop me from uploading item to the workshop?

According to the "I've Been Banned" article, you will not be able to upload content in a banned game (which is unlikely to be TF2, as it uses VAC). The reason you can't vote on TF2 items is because you can't vote for anything in free games if you're banned.

I don't know if you will be able to upload stuff to the Workshop, but it is logical to assume that you won't. You can always just try and see what happens.

You can't vote on Workshop content in any game that you are VAC or Game banned in. Additionally, if you have an active VAC or Game ban in any game, you will not be able to vote on Workshop content in Free to Play games.

Nothing about uploading to the workshop in that, so I guess you can.

Anyone know WHY? you can't mess with free to play games. its kind of frustrating. Look at CSGO for example. I got the game when it cost money, and now that its free I suddenly can't upvote any of the cool stuff in the community page.

because banned accounts were abusing the voting system. this has been policy for a while now, why are you suddenly complaining?

I have known about it for a while I just wanted to know the reason as I never really saw why but now that you bring up the voting system that makes sense.
