Could you tell me exactly where on that ban message it says VAC?
Because PUBG does not use vac. at all. take it up with the publisher, this isn't the right place to talk about your game ban.

Game Bans are not VAC Bans and they are issued by the individual game. Steam Support is unable to remove your in-game bans or to provide you with further information about your ban. All the information you can receive about the ban has been provided to you in-game.

This discussion is nothing you can do about Game Ban. Clearly, you have a Game Ban by PUBG Developers. Not a VAC Ban.

Once you submit a ticket, you have wait until remove a Game Ban about month or less. If not remove a Game Ban, you will get a Idea.

You will have to let PUBG support know about the issue and also contact Steam support and ask if they can get in touch with the developer to let them know about the banking issue that caused the ban due to the banking issue that was not your fault.
