So, don't.
Don't.
Just get the regular game and play it and don't mess with the files. Also, don't use stuff unless it is from a totally trusted source, and even then, it is often not worth the risk. That's a good way to possibly get your account VAC banned.
Covered here :

Thing is with people asking these types of question about what will cause a VAC ban, when one seeks to find limits, they often get what they wish for.
Piracy or Hacking
This includes using an unauthorized ("hacked") Steam client to access Steam, attempting to register fake CD Keys or attempting to register a CD Key which has been published on the internet.

How do you know that "download" does not have malicious code hidden within it that will cause a VAC ban on purpose ?
How do you trust it ? Don't link the source here, please.
EDIT..I had a look around, and while this is a bit older, I don't like the sound of this and any possible issues that might exist now :
https://linustechtips.com/main/topic/445150-warning-source-2013-multiplayer-exploit-found-affects-almost-all-source-games-vac-bans-and-account-hijackings-reported-update/
What you do is up to you. Normally, this might not be an issue, but you have to also consider the multiplayer compatibility of older versions (or the lack thereof) and newer versions of multiplayer games.
If you're going to do that OP,no it won't get you banned and therefore best you can get is a VAC kick if you try to modify the game.
And you can download it through Steam.
Here's the instructions on how to download it through Steam: https://www.hltv.org/forums/threads/861438/we-can-now-play-the-2013-version-of-csgo-thanks-to-valve

If you get clean files from Steam, i don't think there is an issue with VAC.
I downloaded it and everything "looks" ok, but I should have been more clear about what I was talking about above. Sorry about that. I have done this before, using the Steam client only and no other files, and for only a non-VAC game. It works fine and it is ok to do so, as others here have also stated, but any sources like this on github was what I was concerned with.
Gonna guess "but I want to be uuuubberrrrrr!!!!!!111!one!" is among the reasons to 'want' this.
Go play garry's mod instead.
