I got banned in steam for using a cheat engine that I THOUGHT was connected to a non-steam game.
I really want to be unbanned, I was just confused why my game was laggy and timescale was slowed down, its a accident that I just got aware of, please help.

Except that it would cause a VAC disconnect error in the first place, not a VAC ban. 'Info' button next to the ban notice is your best friend.

Not even Valve will tell you the exact cheat that was detected in any case of any VAC ban, and VAC bans are delayed. What you are doing at the time the ban is applied on your account is irrelevant.

You only saw the application of that ban, after this delay ended. These can be up to days, weeks, and maybe even months.

Cheat Engine excuse is played out here, and will most likely cause a disconnect instead, as the good gwait said.

If a known cheat was detected, the ban will be permanent and not lifted under any circumstance.
No point in trying to argue or request appeal - nobody here can influence the status on the account and Valve make their zero-tolerance policy well known.
Best option is to take this experience as an important lesson in responsibility for the future.

Will a new account fix the problem?

The problem has been fixed. No, making a new account will not remove the ban on this account.

And that new account will be VAC banned also, if VAC detects those cheats all over again.

If you register a new account, you will still need to enure that any traces of the cheats are fully removed before using that new account to connect to secure servers. Failure to do so effectvely will result in the new account being subsequently banned too.

So the basic process shoudl be:

Clean out all cheats
Refrain from cheating in future
Register new account
Activate license to new account
Play without cheats
