In game ban (developer ban) question about trade?

Are the people who have recieved in game ban allowed to trade. (NOT A VAC BAN) . I gaved my friend a skin and he got a game ban, and he is saying he cant trade, but im not sure if he is lying so he dosent give the skin back. he did not get a CSGO ban, he got a ban i rust.

I know a vac ban means you cant trade, but does a GAME BAN mean the same thing??

a ban for any game locks the inventory to the account. It cannot be traded or sold, that is part of the punishment.

If a VAC Ban, cooldown or overwatch ban has been registered on your account, you will no longer have access to the CS:GO store, or be able to make trades for CS:GO items, and you will no longer receive item drops.

Overwatch bans (listed in bold) are game bans.

You are lying. You edited the post to say it was RUST after the fact. You did not say what game the ban was for originally.
