Mmh. Had over 140 days to do that.. wonder whether people wake up from a coma and just think "Why don't I just complain about my VAC ban for no reason?"
It has actually been said many, many times in the past, as well as a proven fact that Vavle LOOSES more money due to cheaters. Because they lose business from people not buying the games.
They would make more monen if not for cheaters, even considering them rebuying the game on a new account. It's been even stated by Valve several times.
Incorrectly applied VAC bans are removed automatically.
Your account's VAC ban is quite old enough to have been checked already and it was never removed.
Conclusion : It was applied correctly, and will never be removed.

Oh, and email has nothing to do with VAC or VAC bans. They don't suspend your email.

Cheats detected or shared bans from having a account linked by phone or family shared with another account that has cheated.
You don't "buy" Steam accounts. Accounts are FREE. You buy the game ON the account.
And what you said here about your playtime on the account is irrelevant.
VAC bans are delayed. So the ban may have just been delayed since May 29, 2017 for all we know. Yes, that is possible. And fits the timeline since your ban was applied over 140 days ago. This is a normal case and nothing is wrong here. The account was accurately banned by VAC and is permanent.
The account was VAC banned for one of the following reasons. There is ZERO doubt to this.
1. Detecting identifiable cheats in use on the computer/device used while connected to a VAC-secure server with the account(s).
2. Family sharing a VAC protected game and cheating from either account, as described in #1.
3. Sharing the same phone number with other account(s) at the time of a cheating infraction, as described in #1, which was done by any one of the accounts sharing that number.
4. Account Sharing/Buying/Transferring, if the account was used to cheat, as described in #1.
5. An extremely rare, incorrectly applied ban. And if so, VAC will (would have) remove(ed) it automatically soon (by now).
