all VAC bans come from the detection of a known cheat, whether it is used on the account itself or some sort of sharing has occurred (account, library or phone number).
Users are responsible for the security of the account and all that happens on it.
And cool if you can use a skin changer in other games. Stick to them because your VAC ban is very very permanent.
However, skin changers can cause VAC bans.
VAC uses a delayed banning system. So this addresses all that you mentioned about other people cheating.
That's all irrelevant to the ban on this account, though.

No. VAC bans cannot be appealed. If a VAC ban is issued incorrectly it will be automatically removed after investigation, but Steam Support does not manually remove VAC bans applied to accounts for any reason.

Your account is the one with the VAC ban. And that cannot be appealed.
Might want to look at who's account is VAC banned before you start calling "other" people that name, by the way.
And what do you even try? You can argue as much as you want, the answer will never change.
But funny you're talking about a "toxic community"...
