What are you talking about? Cheaters can also develop cheats on macOS. It's just that majority of Steam Users use Windows.

Given that Mac use on Steam is currently at just under 3% it should be no surprise that finding a VAC banned Mac user is more difficult, but it is certainly still possible.

Valve never developed VAC as an anti-cheat for the Apple Macintosh operating system. VAC on the Mac will authenticate with servers, but there's no VAC modules, no scanning of the computer, no actual detection. You can cheat with impunity on the Mac.

I can't link to the sources because the forum rules won't let me link to those types of sites. I'm a PhD student in the area of malware and cyber operations. But, my own personal interest is in CSGO because I played it for years. Believe it or not, malware and cheats behave very similarly--hence the correlation of my interest. I can tell you that VAC is not doing any scanning on a Mac. Any ban you see someone claim they received is from an Overwatch ban.

I'm fairly certain with what you've just said that you have no idea how VAC is actually used.

VAC modules get downloaded on the computer during gameplay, it doesn't matter what operating system you use. If there was no VAC then you would get kicked after few minutes with message like "VAC couldn't authenticate your session" or smth similiar (Im using how it would be in CSGO in example)

I said VAC authenticates with the server, but there's no VAC scanning on the local Mac computer. Get a Mac and develop the skills to look into it. You might surprise yourself.

You don't know what you're talking about. For one thing, Overwatch has nothing to do with VAC. Please stop spreading misinformation before you get yourself in trouble in this forum.
