If there's another method of deploying Game Bans beyoind OW review in CSGO, Valve have not mentioned it.
Competitive and Wingman are only available on official, dedicated matchmakign servers.
Console commands and CSGO SDFK mods are not enabled on these servers.
In these gamemodes:
It is not possible to force a match with specific teams.
It is not possible to know the player s on the opposing teams until the match is establsihed.
To communciate in this manner, the players in question would need to be willign to cooperate to communictate to the detriment of one team despite those never having any prior history.

As for a cheat providing information, are the cheats still active once the player is deceased and spectating another?
It's not impossible of course, but less likely than the cheat being the target of reports.
Either way, the effect of which would be more difficult to determine was undeniably disruptive beyond all reasonable doubt. Cheats must b blatant for OW conviction.

First, scumbags losing on purpose to boost a friend in the other team are real. They just switch back and forth, in on game, scumbag A helps scumbag B, in the next game, scumbag B helps scumbag A.
Second, a cheater in your own team providing information doesn't need to be dead. Ever heard of wallhacks? A dude on your team can have a wallhack and tell the team where rhe enemies are while still being alive (and staying so as the wallhack helps heaps). The point here is, the person USIMG that information will get reported and rightfully banned despite not actually cheating.
Haven't touched CSGO for a while, but I can tell you for a fact that both scenarios happen.
So that "main" account the OP was talking about ? I bet that one is now VAC banned also.

Maybe the one account with first OW and then VAC shared the same telephone number with the other that has a VAC now.
Both systems seem to have caught this account cheating, since the profile here now shows a VAC ban where it started from Overwatch.
That is about as conclusive as you can get.

Multiple investigators voted unanimously on the cheating actually being seen in the gameplay...if one single judge votes "no", they don't ban. (Overwatch)
Then, a totally different and independent system (VAC), which is fully automated, also actually detected identifiable cheats from the computer that was used to play.
The VAC ban takes priority in such cases and is finally displayed, as you will not have two bans for one game for the red text on your profile. The VAC ban all on its own will suffice.
So, two totally different and totally independent systems, each having nothing to do with the other, caught your account cheating.
Absolutely correct.
Using different accounts to cheat is not necessarily going to save one account if you don't remove the cheats effectively.
