That might be completely wrong however. But the bottom line is it causes the problem for some people and not others, so there is a feature within CCleaner that some people have disabled that prevents the error.

CE will indeed cause a ban if it is used to cheat.
That is usually what is the issue with CCleaner and VAC. Disable that monitoring mode and then try again.
Or, disable CCleaner from launching automatically on boot in msconfig and apply.

See how they are disabled, all of them in that section ? If your version of CCleaner has that feature, that is usually the issue with VAC authentication and/or Steam and/or games.
Regardless, you don't need any "monitoring" of your PC by programs like this while playing games or at all for that matter.
