My question is, if I were to launch a VAC secured game, for example, CS:GO, would having that installed on my drive warrant a ban?
Absolutely.
It can cause a ban, if you still have any game winning advantages installed in your PC
But if you have not installed.any cheat/mod engines, you're good to go playing CS:GO as usual.

a) it would cause the VAC authentication error (Valve is already aware of this program)
b) I tested it myself and never got banned

All I got was only VAC authentication error. I exited from Cheat Engine and I played normally after it
