Go to the startup tab. Take screenshots of all that you see there.
Then, go to the services tab. Check the box "hide all Microsoft services" and then take shots of all that is left there.

If you see anything about skype or utorrent, forget about it i will uninstall and reboot when it will be the time to test out.
I want to thank you for everything you do for me, even if you give me a load of work hahaha. but i appreciate it. Right now i am updating all my drivers, when it will be done i will tell you.
I have my concerns bout that Avira System Speedup. I would look at the settings for Avira and disable that when you playtest the game. That is up to you, though. You should not need that process anyway.
Spotify Webhelper. You don't need this while playing CSGO. I suggest you make sure it is not launching when you start your computer. You should consider disabling that.
Services
I asked you before about that "Driver Support" from PC Drivers Headquarters. If that is a third party site and you don't have hardware related to that site, then you should NOT be getting drivers from there.
Why do you have that installed ?
Dashlane Upgrade Service
These types of manager and updater services can sometimes be a problem. They are not needed when you are gaming, and sometimes depending on why you have the parent program installed, they are not needed at all.
Google Update Service
Google does not need to be updated when you game. Besides, it or a similar process is on the linked list. (Google Toolbar, Google Updater)
Intel Security Assistant
You have several processes that are children of the parent program, it seems. (all McAfee related)
This is McAfee crapware, and I suggest you consider getting rid of it.

That junk has been seen to be a problem for other users in the forums. McAfee. I would uninstall all of them. (Intel Security True Key) They are probably all children of Intel Security Assistant. Uninstalling that can take special steps from the McAfee website, but should also take care of all the child processes.

What is this for ? It is another updater/service manager process.
thank you for the advice, but '' The Giving One'' seems to know pretty well what he is doing and i will follow his instructions, if at the end after testing it out it didnt worked i will try and contact steam support. But yet, community is always been known as a greater helper than the support themselves and that for any games and forum haha.

Are you SURE this is not what you saw additionally or instead ?

Because if that is what you saw instead or in addition to what you posted, they are set to default and you need not be concerned with them anymore.

Intel Security Assistant (MCafee) there were 3 of them, and i went on your link and did what asked.

Fourth, i just tried again the bcdedit thing again ( after updating all driver device ) and same thing happened, it says for all 4 of them ( An error occurred while attempting to change the parameters )
so considering that i guess the problem is in the BCDEDIT.
As for the bcedit commands, I mentioned that in my last reply above. Are you SURE that you do not also see "The value is protected by Secure Boot policy and cannot be modified or deleted." ?

Now understand this...
You have covered quite a lot here and done very well. But you still have some processes and/or software that "could" be a problem.
But what you did were big steps and very important. I would suggest this.
Look over all that we have discussed here again. Make sure you covered everything.
Use ethernet only when you go to playtest the game again. Sadly, you will have to allow your cooldowns to reset to tier zero now though. There is nothing we can do about that.
But if you do get the error again, DO NOT make your cooldowns go up as was done before. Keep your cooldown always at a tier 1 or tier zero and then you can easily playtest any changes you make to troubleshoot this error.
Then, if you get the error again, come back here and we will continue trying to help you if you wish. That is my suggestion.
Remember, you can fix this if it has not as of now been fixed. We can help you if you need more help. You have done well, and followed all our suggestions and it is most appreciated.
I'd like to know if i go and play CS:GO, can i test if all i've done worked? i mean can i get a VAC error in a normal game? And if so do i get cooldowns even in normal games?
You need to allow your coodowns to reset to tier zero really. That is my suggestion. The guide explains it much better and in more detail than I can here.
What you did were some big steps, and I hope it did fix your problem. But if you do need more help, we will help you agian if you wish. Troubleshooting this error can sometimes be easy, or it can be challenging.
The more software and processes you have running when you play, the higher chance there is of something conflicting. Not all that runs conflicts. The list for example is only a list of programs that "may" conflict. Some there may not conflict anymore, as that list is old.
But all possibilities have to be considered, as you can see I am sure.
Non competitive games don't give you cool downs and are not effected by them either
