And VAC will ban more cheaters in wave with fewer false positives, if any, than any other anticheat around.
Your OP is stating litarally nothing that we have not seen posted here many times before.
There will never be a 100% perfect solution to cheating. There will always be cheaters.
Blame the cheaters and the sites that promote and sell cheats. They came before the need for the anticheat in the first place.
When it comes to gaming and cheats, it works similar but there is no ultimate solution to stop people from cheating, as there is no solution to stop virus authors from releasing a successful payload into the wild.
The only way to prevent cheating is to combat it 24/7 but that not only means knowing which cheats there are but also how they work, which in return would require to buy those being offered for money, which won't happen. It requires lots of

If the cheat is detectable, you can ban the account so thats no problem. Getting the files again for the cheater will be easy, but if its detected, there is no need.
Edit: As for improving VAC, additional anticheat is out there.In games like CSGO you get complimentary and 3rd party anticheat. Thats a good solution.
Performance, accuracy and management is hard to balance.
That would be like running a full virus scan when you trying to play a game or doing other stuff on your computer. Takes up too many resources and is unnecessary, plus you can't just be going around and deleting people's stuff. False positives happen, and having it in your hdd does not mean you are going to cheat online either
Every online shooter ever has cheaters. No one has solved this problem. Faceit and ESEA still have cheaters. There is no perfect anti-cheat. Cheaters have even figured out how to bypass Overwatch's hard bans.
Pretty much all major anti-cheat software uses delayed bans. Faceit and ESEA also use some forms of delayed bans as well.
Cheat developers commonly stream their cheats to their users. They can also disable and enable the cheats on their end at any time.
Once a new cheat is identified, if you ban all cheaters immediately it tips off the cheat developer, they can disable the cheats to prevent more of their users from being banned. You ban a few cheaters when you could be banning THOUSANDS of cheaters. It also gives the developer a good idea what caused the detection.
CSGO has three types of anti-cheat, VAC, Overwatch and a third developer anti-cheat.
VAC bans over a hundred thousand users every month, plus tens of thousands additional gamebans. Some months that number is closer to two hundred thousand VAC bans.
Also, for someone who claims to be tired of playing "against hackers" it seems like you have no problem playing WITH them. You have a LOT of VAC banned friends.
Ther has to be a better solution, the people still payed for the game they aare playing ex: counter strike.
