Not only because it's old, but also because they want to make more money. That's why an app doesn't need to be functional anymore. It has to follow the teenage trend of "insert random new and flashy design" and also everything important has to center around the store to just tell the user which games are played by your friends, people like you and "everyone else".
Valve is pretty much like: "Please buy those trending games and better ignore all your already bought games. That's why we don't show you anything about your games that easily, because you better should buy all those other games, which everyone else likes at the moment."
They've done the same BS with the Library of the PC-Client before, now it's simply the apps turn to get good for business and really bad when it comes to UX.
Are there some Bright Idea Guys responsible we can toss in the bin too? I'm sure they'll see it as a good outcome if they thought this was somehow helpful.
