Is a fp2 but have some stupid resiction if you pay 5 $ can be real fun.
Also, although not an RPG, Warframe is a really fun game to play coop. Also free.
The Borderlands series seems to be what your looking for.
Just so you know every game you mentioned except for Fallout 3 are action/adventure (and/or) stealth games not RPG's. Even Fallout 3 is an action/RPG not an RPG true. GTA is an open world action/adventure game and Hitman is considered an action/adventure/stealth game.
