The best way to meet like-minded people is to play games then add people you like playing with. :)

Join a group. You can look for groups via the friends tab under your profile page. This way, maybe you can find like minded friends.

You have a level 1 account with basically no games and no content.

If you want people to add you and be your friend, then you're going to need to acquire more games. Play some multiplayer, be a good/cool player and you'll start getting some friend invites.

Also creating cool/interesting/funny/memey content from those games will probably also get you some friend invites.

Or you could scrape the bottom of the barrel over on Off-Topic if you just want some goobers to talk brainrot with.
