The whole thing strikes me as very similar to the people who complain that cheaters are never banned on this forum. If they had reported the objectionable content they found to Steam's moderation and tracked the time it took to get it removed (which in my experience with this kind of content is usually less than 24 hours) it would have been a much more useful study. The reason a lot of the content wasn't removed before they saw it was likely that the only other person to ever see that content was the person who posted it.

There's nothing wrong with that practice as long as it is civil.
You have to look at the people behind it AND their politics as well as where the money is coming from to get an understanding of why tat is being said.
I suspect since the C.I.A. is currently under the dominion of the Liberals and the Democrat party you have your answer. It isn't like they have been making it a secret that there is some speech they consider bad if it is coming from an angle they deem unworthy, i.e. if it doesn't benefit them and their party.
Hopefully under Trump they get back to doing worthwhile things like actual hate speech.
Their report doesn't explicitly say how many users are, but if you do the math it's about 0.09%.

They can't jail people for saying things. That's a violation of Free Speech. Never going to happen in the USA (nor should it).
Not once did I think "they're calling me out specifically" though.
People have become way too sensitive, to the point it's like they get physically harmed by disagreeing opinions. These people need to remove themselves from discussions, as it is a threat to their well-being, but not to do those of us who can handle some heated exchanges.
