A: Sims 3 is a EA game and gets automatically registered on Steam and on the EA APP when you buy it. So you get it automatically on both platforms.
B: The Sims 3 website lets you register any key of the game to have access to community content and mods. Does not matter if its a Steam or Origin key or another platform like EPIC.

He does not want to download it from any website. He wants to register the game key on the official Sims 3 community page so he can download user created content.
