Not that easy. If a game has, let's say, 6 cards, then purchasing the game gives you three, and only three. You can't "grind" for cards.
If the summer sale works "as usual", you'll be able to get one card per day, for a total of 14 cards. You'll need 11 to make a badge level, so that's another 100XP for free then.
No, as Kargor above states, you only get half of the cards for one level as free drops. Rest you have to buy from the community market or trade for. You don't even need to own the game to create the badge. If you have the cards, you can create the badge.
