any attempts to do so is DO AT OWN RISK, steam will not assist if anything goes wrong. steam does not restore scammed/stolen items or money
But if you can, it's probably same as games, 2 week window since purchase for a refund.
And you probably shouldn't have spent any of it either to be eligible for refund, obviously.

Long answer: Steam is not a banking service and cannot allow transfer of store credit into cash.
No store allows you to withdraw store credit into cash.
The store credit you have is for exclusive use at that store.
