I mean other than
1) the news popup which can be disabled
2) the popup indicating you are 'launching game x' (which happens no matter if steam is running or not and is functionally the same as the previous popup whnen you launched a game via a shortcut in general)
what else is there?
People are complaining about those 2.
The first gets bugged when trying to turn it off, for some people.
The second, just like the loading Steam splash screen, people don't want to see those.
But... whatever...

Ok so the OP is complaining about how steam has basically done the exact same thing for literally 18 years? I sometimes wonder if people actually look at the steam client when they use it.
This is incorrect. Pinning games to the taskbar would allow games to be launched without bringing up the Steam interface, whether Steam had been previously loaded or not.
Then an update caused the interface and also the Friends interface to be brought up.
A third update no longer brought up the Friends interface, but now along with the Steam interface, forces a popup advertisement for other games.
This is a new behavior.
When launching a game, or just launching Steam, it is now necessary to close the Steam interface and a popup ad.
Most annoying is that there is a setting to prevent these popup ads and it does NOTHING.
Never in all the 12 years using Steam did any Steam interface, friends interface or advertisements pop up when launching a Steam game. I also cannot find any setting regarding popups or ads in the Steam settings (Steam -> Settings). Where do you find the popup setting?

The last option: "Notify me about changes and additions..."
This setting does not cause pop ups when launching games. I always had it enabled and I've never had any popups when launching games.
The only "pop up" I'm getting is the occasional "Steam Update News" when launching the client for the first time after an update.
That is the pop-up the setting is for, when launching Steam.
Typically when someone complains about a pop-up when a game is launching, is because Steam isn't running when they launch the game from a desktop shortcut, causing Steam to launch and looks like a pop-up when a game launches.
