Many games have been removed from sale from Steam. WHen this happens though, you retain the copy in your library. Games like Deadpool or the 007 series , or the older Anno games were on Steam but aren't any longer. But those usres who bought them can still play those games.
The ONLY time Steam has removed a game was when Square Enix shut down the online servers for a game that required online authentication. They pulled the game from people's libraries at Square Enix's request, but again wthout the auth servers being online, the game was more or less pointless. You couldn't play it because you coudln't log in.
There is only one that was completely removed and that was due to the game requiring the servers that were being shut down. When the server were shut down, no one would have been able to play it at all, so it was removed from players libraries as well.
