The worst are also checked by reviews(see if negative is higher in reviews than positive).
But,currently the best free to play one is TERA(the steam version is american one that is fairest of all versions and EU one was already bundled with P2W stuff).
If you want a paid one,well,i know only few:
WoW(subs requried,not on steam,but its best)
EVE Online(also sub,more like sandbox and very harsh compared to WoW)
Perpetuum - Sad thing with this game is,that is currently underpopulated,but like EVE,its large sandbox with some story,but its played like a sandbox than a game where you forced to do certain things(like in TERA). Of course its nor good,but not bad. If you have friends(as i found out squads was more fun than boring solo)then it may be your try.
Guild Wars 2 - Never played it,but i heard alot of good reviews about it.
I played Wow for 8 years... and loved it right up till mists , And guild wars 2 is fantastic i would recommend it to anyone and elder scrolls online but above all else Guild wars 2 i don't play it atm but last time i played i done a fractal with the guild and it was the most fun group play i have had in a long time . But atm i can't stop playing skyrim so many fantastic mods for it :)
