Player scammed me of an expensive item in TF2

I was recently scammed from the game "Team Fortress 2," where I was promised 2 codes of $20 and $100 in a trade of an unusual broadband bonnet. These "codes" were supposed to be sent to me after i traded the player my hat. (After reading policies, I understand this is my fault and my responsibility that I messed up on.) I have plenty of proof of the player agreeing to the trade and I have all of his profile information. Though my request of getting my hat back may be declined, I at least ask for this player to be permanently trade banned for ruining the fair and happy community of steam. Although i made the mistake of trusting this scammer, he still did not follow through with the deal which leads me to believe he deserves a punishment to learn his lesson! All trades are final. Report him using his profile. We can't report him for you. You will not get the items back.

You traded outside the trade system. Nothing can realy be done about it.

Aside from reporting him, nothing you can do.

Well ive seen other players with tags saying they are trade banned, how can i make this guy trade banned for stealing such an expensive item?
