Why do some people put quote below reply?
I only see this on steam community forum and not in other places.

When I want to quote someone, I press quote andthen type reply. In order for quote appear below reply they would need to write reply first, then scroll up, find message you wanted to quote and press that button. That make no sense for me. That is also incorrect quotation syntax. Unless I miss something? And why only on steam forum and not on other ones?

Maybe it's in different browser there is a bug that puts quote on bottom? Or do people actually do what I described above?

Well often emailing goes that way too, doesn't it?
When people reply to emails often they do their own words "up top" but put a "copy" of the email they are responding to beneath it!

On a forum, however, where many people are talking (unlike most emails that are only back and forth between two people) it can indeed be confusing when people put who they are quoting "below" their own reply. It makes it hard to follow who the person is talking to until you have read the whole thing.

Hanomaly, never see this in e-mails, all my quotes are on top here too. And it still not explains, do people actually cut the quote from text and paste below, or there's some forum bug?

I hope you never have an eMail conversation which has gone 5times back and force with a lengthy signature on each mail. Normally the original message is put below your sig to make the actual content visible and not have a bunch of old mails on top and the actual new information as the very last thing.
It's also a bit easier to write this way as the quote is inserted automatically but the cursor position is still on 0;0 right before the quote.
Lastly if I'm not mistaken Steam support requieres you to put your answer above their text, I so that might have an impact, too.

But in this context you are now expecting people to read DOWN the page, see a response and then find out which bit you are referring to, which is confusing.

Eg:

A:What time does the shop open
B:What time does the shop close
C:8.00
C:[What time does the shop close]

rather than

A:What time does the shop open
B:What time does the shop close
C:[What time does the shop close]
C:8.00

Obviously those are fairly small examples, when you have a whole page of text, its a lot more confusing.

And when i press it, the quote appears and my cursor is AFTER the quote.

Funny. Do you guys use the client or another browser? I'm on the client and it's always in front of everything.
