We used to be able to embed artwork not tied to a game to do stuff like this.

If you want to share an image, you need to post it to a game hub, otherwise it's just a link.
Your preferences are not universal.
The forums are better this way. We don't have to deal with all the nonsense that people would be spamming the forums with otherwise. GIFs for example can be extremely obnoxious.
They would also increase the need for moderation since people could post all kinds of rule breaking content in image form. Given how we have hijacked accounts spamming pornsite links etc. daily, it's safe to assume that the forums would be spammed with all kinds of smut if it was possible to just add any picture to the post.
This has been a topic that has been discussed all the time I've been on here and the previous forums. I suspect since the beginning of those forums.
And the reality is no we don't want them because it's clutter and distracting. We have ample evidence over the decades of forums on the net that did decide to go with sigs, images, GIFs, and other frippery and they are largely dropped these days simply because they distract from the purpose.
The purpose of a forum is to communicate and offer information. These destract from that purpose and that's precisely why Steam has always had this clean, simplistic three colour or so approach because it demonstrably works.
Furthermore, think on this - 20% of all people in the world are disabled in some way. While disability can have many wide and varied forms, partial sightedness and other vision issues are one of them.
You do things like this and you start discriminating against their use of the forum. This is something of particular interest to me as I'm both disabled myself and have spent many years working as a Disabled Access Auditor checking on things like that and working with other disabled people at places like music festivals.
Likewise if people were smart enough to know other people aren't going to abuse what is posted with those pictures. As stated you can upload any image you want to a image hosting platform and post the url in your post. If it is not spam/meme and some want to view it then that would be their choice to do so, otherwise others aren't forced to view it. If it is too boring for you perhaps go to reddit where they allow that or even playing the games purchased to treat that boredom.
