Why yes, see, the money you payed, no one ever expects to actually be able to use that as money, it is just held as a deposit until you decide, years later, that you'd rather have it back.
Just like the money you earn in your job, you can never use that. Right? You just put that in an account and hold it until the day comes that your customer goes: "remember the work you did couple years back? Want me money back plox".
And that is why that is totally going to work. Because of course it will.

I rarely play games but since this Christmas New Years i had a little time and came across a game i didn't play.
Regarding your question, no, you can't get a refund for them.
It's 2 weeks of ownership and max 2 hours playtime. Both, not either.
You can return games within 14 days of purchase provided they have less then 2 hours play time
These days i'm more aware of where to check before purchase.
Merely illustrating the perspective of a new persons view of starting up a Steam account from back in the days of owning a PS3 and never once having to create an account to play games.
I typed "Steam refund policy" into Google and this was the first link. I get it though, Google is really difficult.
