I think you know why.
It's again a matter of the presumed, not necessarily true or existent, but still lethal grey area of death, as for Lust & Life and many others, as far as I know.
Or at least Valve have their own standards.
The "college being not college enough" is a damned good reason.
I'm all for sexual games, and freedom. But I'm sorry if a game is pushing to skirt being "of age" then you're unneccesarily making a road for your own back.
And Valve refusing it for that reason is a good call.
