Is this a scam

so someone on discord dm'd me with a free $20 on steam and the linke said "steam-community" as it should but when you click on it the website was steam.community-secret, is anyone else having this happen

What makes you think someone would legitimately reach out to you randomly on Discord to offer you free money?

Do not click on links from random users and if you did, do NOT log in into shady websites.

Then report the profile as hijacked. The same works on Steam too if users are not cautious enough. And then all people in the friend list receive the same message.

Rule of thumb, if anyone asking you to login somewhere, or claiming to be admin, or whatever bs story to get you to click links, take it as a red flag that it's a scam. FYI discord scammers spoof links with redirects so be aware when someone post you links.

You just report your friend account as hijacked, and support will take action if they believe someone on their account isn't the owner, the owner have to contact support to get their account back, or do recovery steps.
