You might check the inside of the PC case for the existence of dust, even if it's not the reason of that "problem" (isn't 60 fps enough? unless that's 120hz master race...).
internet CAN affect fps. games always try to make information from other clients suit to what your pc knows. eg. your opponents can be displayed at 30fps, while your pc makes 200fps. this isn't a problem until there are sudden changes in bandwidth and/or latency. i've seen my fps going down to ~40 when the server started lagging. it's just your pc expressing that it doesn't know what the f is going on.
luckily this doesn't affect your everyday gaming. except your playing via wifi on a 56k modem :D
