Which games on Steam allow users to create a character from scratch?

I love games where you can create your own characters and then put them in the game. Which games on Steam allow you to do that? I know the Saints Row and Spore games allow you to do that, but which other games?

There are a hell of a lot, basically.

Just to clairfy, when you say "create your own character" do you mean statistics wise with a choice of pre-defined options (a la Fallout, for example), or do you mean games which allow modding so you can have skins of anything and everything (such as Teletubbies in Left 4 Dead)?

Also, if you mean the former, then what sort of creation do you mean? Stat-based, class-based, or are you more referring to mere looks?

Most RPG's will allow character customization; NBA 2k games allow you to create your own player and alter the appearance.
