Pretty easy to see why that would get you punished in an unrelated games board. Game hub moderation is up to the developers to control, not Steam.
Yes I read it before you edited it. Blame Steam all you want, its still the developers choice to moderate their hub in the manner they see fit.
That is why. One's history plays a part in how a ban/warning is handled.
Also, the user you had quoted has not posted back in that thread since that comment.
Unless the developer opted out, then Global Moderators moderate Globally. Valve/Steam has paid moderators to deal with all the areas of Steam, though it is to supplement existing moderation, not replace it.
So, yes, Valve/Steam does moderator most game hub, in addition to the game's developers and their appointed moderators.
