I doubt they have that many... 150 badges, that's 1500 Summer Cards assuming never getting a duplicate. So they'd have to have enough alt accounts with enough different games to craft 1500 different badges (which normal badges are limited to 5 levels).
It's HIGHLY unlikely that they used alt accounts to farm cards for their own badges.
I'm really suspicious.

Their /summer adventure trading card/ badge is level 150. Not their steam level. They completed their "Summer Adventure Trading Badge" 150 times!!
Their steam level is only 90.

But apparently they've crafted the "Steam Summer Adventure 2014 Foil Badge" 1 time. and the regular (non-foil) "Steam Summer Adventure 2014 Badge" 150 times.
Someone on my list got over 100 summer adventure cards that way.
100 cards is nothing campared to the number this person would'ave needed to have. For this person to craft that badge 150 times they'd need 1,500 (one thousand five hundred) cards. Since the Summer Adventure card set needs 10 cards to complete... so 10 x 150 = 1,500 cards
