Or.. also possible, a problem between the payment portal and ING, which IMO would still likely be an ING issue. I say that because I'm having no issues with Rabo iDeal payments.
(edit) And well, kinda offtopic I suppose but IMO it's fair to say that ING doesn't exactly have a good reputation when it comes to all this.
(edit2) Are you by any chance using the Steam client to do the payment? Because I recall having read more stories about that causing issues, also on Windows. If that's the case I'd suggest using whatever browser your X environment provides you with.
Still it popped up another window when pressing help on the ING page, but the two factor auth window never popped up.
I have never used the browser to buy games on Steam, it would be weird that stuff won't work in the Steam Client, you would think that Valve would like to fix people trying to give them money :)
That's also the only reason I posted this, so if Valve employees read this they might want to take action.
Many people use browsers for purchasing since that's easier, due to browsers actually having tabs and such. Plus they're often a tad quicker. Personally I only use the Steam client as a launcher/updater.
