Nope. That can't be refunded by Steam unless the one who sold it to you is willing to make the extra effort. Valve won't help as purchasing gifts for money is a violation of the SSA, hence one reason why the site is censored.
If it was a key, then keys can not be turned into gifts to begin with, only activated.
Another reason it the site is censored, I wouldn't be supprised if the game gets revoked due to an issue with how the seller paid for it (if it is a Steam gifts) as that happens a fair amount with those sites.

Nope. Support will not move games/keys.
And support won't do that. That site is an unauthorized reseller. They buy keys from unknown sources and even sell Steam Gifts (a Violation of the SSA).
They are telling you to contact Support because they won't do anything about it.
Support won't help because they don't move games between accounts. When a game is activated, that is it. It is on that account for life.
They gave you a workaround by using another system in a way it was not intended and will cause issues for you, since the library can only be in use by one person at a time. That means you can't play, while your friends is and the reverse.
Next time look at legit retailers. Green man gaming has Fallout 4 and a 23% off code you could have used instead of using a shady site.
That said, in general, if you had to redeem a key on Steam, Steam won't help you with refunds on that.
Steam only does refunds on games that you bought here on Steam, as far as I know.
